Not illegal. Only to use or to own if you dont have a licence and a special training.

Explosives is not part of the Weapons Law (WaffG), that is part of the german Explosives Law (SprengG).

Oh... and the law has a sort of "allround definition" of what explosives are. "Any chemical matter that can release thermal & pressure energy after a "not-unusual" mechanical, thermal or chemical ignition process.

Lets say:

Its not illegal if you follow so many different rules that you loose any fun in it.

And if you only forget only one of the rules and break it by accident.... BAM, gotcha. Then you (and with a high possibility we too) are in deep shit....

Thanks for the reply its a bit sad that thats the case though, even here in the Uk all the laws changed a couple of years ago considering things Realistic Imitation Firearms, and you need a reson to buy them etc...
oh well. I still like the elastic band guns though...
